A regulator built for the asset class
Dubai created VARA in 2022 as a dedicated virtual assets regulator — not a department inside an existing authority, but a standalone body. That structural choice signalled intent: the emirate wanted a regime that understood crypto on its own terms, and could move at a pace the asset class demanded.
Three years on, the early land-grab of headline licences has given way to a more layered process. Operators now progress through provisional, pre-operational and operational licences, each gated by capital, compliance and technology requirements. The framework rewards patience.
