An Omani pension fund has made an allocation to fintech — through a fund-of-funds and a direct co-investment — and the allocation is significant because the presence of pension capital in an asset class is the signal that the asset class has reached institutional acceptance. Pension capital is the most conservative capital, and its arrival is the last milestone in an asset class's maturation.
The capital that has funded the regional fintech market to date has been venture capital, strategic corporate capital, and sovereign-linked capital. Each of these has a higher risk tolerance than pension capital, and each has been willing to fund the asset class in its earlier, riskier phases. Pension capital arrives later, because it cannot allocate to an asset class until the asset class has a track record, a risk profile, and a fund structure that meet its fiduciary standards. The arrival is the signal that those standards have been met.
