Saudi Arabia's central bank has issued guidance on crypto assets, and the document is clearer than the market expected. Rather than the deliberately ambiguous statements that have characterised several regional regulators' positions, the guidance draws a line: tokenised securities and regulated payment tokens are within the regulated perimeter; speculative retail trading of unregulated tokens is outside it and is not protected by it.
The clarity is the valuable thing. A regulator that says nothing produces a market in which operators do not know what they may build, institutions do not know what they may hold, and consumers do not know what they are buying. The ambiguity does not suppress activity; it pushes it into the least regulated corners, where the activity is hardest to supervise and the consumers are most exposed.
