The under-funding has not been a reflection of opportunity. Morocco has a large population, a significant unbanked segment, a payments infrastructure that is modernising, and a regulatory environment that has been cautiously supportive. The under-funding has been a reflection of capital allocation: the regional venture investors have concentrated on the Gulf and Egypt, and the Maghreb has received less attention than its fundamentals warrant.
